Leo has led several change programs in response to local government reforms and internal restructures.
Leo has a breadth of experience in project management. He has worked in both the public and private sector across development assessment, strategic land use planning, environmental planning, community engagement and development, waste, regulatory services, and disaster management.
Leo is a past PIA Queensland President, and National PIA Councillor. He is a nationally accredited Registered Planner and IAP2 certified. In 2013, Leo’s contributions to the planning profession were recognised by his peers, being elevated to Fellow of the Planning Institute of Australia.
Leo is an Associate Fellow of the Institute of Managers and Leaders, and Member of the Local Government Managers Australia. He is an Adjunct Industry Fellow and member of the University of the Sunshine Coast’s School of Law and Society’s Urban Design and Town Planning Advisory Committee.

- Certificate IV in Workplace Training & Assessment
- Registered Planner & Fellow – Planning Institute Australia (RPIA Fellow)
